Thurrock Council
OVERVIEW
Our team at Thomas Nagy Ltd. successfully completed the new installation of 20 Automatic Number Plate Recognition (ANPR) enforcement cameras at Thurrock Roundabout.
This critical project was essential to address inadequate driver behaviour during peak hours and to improve overall traffic flow. It was observed that some drivers, driven by impatience, would run red lights and occupy yellow boxes rather than waiting appropriately. This behaviour resulted in significant traffic delays, as vehicles were prevented from passing through the yellow boxes, ultimately causing hazardous backlogs on the M25.
The project was executed over a six‐week period, with careful planning to ensure minimal disruption to the thousands of motorists who use the roundabout daily.
6 weeks to complete a state-of-the-art ANPR upgrade.
Enhanced monitoring for over 20,000 vehicles per day.

CHALLENGES
The project posed several challenges, including maintaining live traffic flow at one of Thurrock’s busiest junctions while ensuring the seamless transition to a new ANPR system.
Adverse weather conditions and high vehicular density required robust scheduling and strategic coordination with local authorities.
Due to the high costs of road and lane closures coupled with weeks of forward planning, multiple Mewps were required on site at the same time to provide backup support in case of delays or unexpected issues arising.
99% traffic flow maintained during project execution.
Zero downtime in enforcement operations.
RESULTS
The upgraded ANPR system is now fully operational, delivering incredibly accurate vehicle recognition, better data collection, and improved compliance enforcement.
The enhanced cameras have significantly reduced traffic violations and provided a safer driving experience for the community. The project was completed on time, within budget, and has received praise from Thurrock Council for the exceptional quality of work.

30% improvement in ANPR accuracy post-upgrade.
Recognised by Thurrock Council for excellence in project delivery.
